Our consultants are former Federal employees with broad experience in Federal retirement and benefits programs. They have counseled employees extensively and managed benefits issues for several closing agencies. Their Federal benefits articles regarding Federal benefits are regularly featured in the Federal Employees News Digest.

 

  Phyllis Conary

- Retired as Manager of the Retirement and Benefits Section from McClellan Air Force Base in California after 27 years of Federal civilian service.
- Expertise in Civil Service Retirement, CSRS Offset, Federal Employees Retirement Systems, Thrift Savings Plan, and the Federal Employees Health Benefits, Long Term Care and Group Life Insurance Programs.
- Following the McClellan Air Force Base's placement on the closure list, Mrs. Conary assumed responsibility for developing briefings, publicity, and processes enabling over 1,000 employees per year to retire. 
- Taught 50 retirement classes per year and conducted frequent question and answer sessions. Mrs. Conary counseled hundreds of employees regarding retirement issues such as credible service, changing retirement systems, and the impact of making various deposits.
- Her advice enables employees to make informed decisions regarding continuing their Federal careers versus early/optional/discontinued service retirement.
- Mrs. Conary's articles are regularly featured in the Federal Daily, formerly the Federal Employees News Digest.
- Her goal is that all Federal employees understand their benefits and take early action to maximize their retirements.

   
  Patricia Elliott

- Former Federal employee who has 17 years of service with four different agencies, in addition to extensive private industry experience
- Areas of expertise include the Civil Service Retirement and Federal Employees Retirement systems,  the Thrift Savings Plan, Federal Employees Health Benefits, Long Term Care and Group Life Insurance Programs.
- Experience in private industry covered benefits, employee relations, staffing, employment, compensation, performance management, and training.
- As human resources director for a mid-sized industrial firm, she implemented several employee benefits programs including tuition reimbursement, training, performance awards, an employee assistance program, leave programs, short and long-term disability, life insurance, and health/dental plans.
- Her career objective has been to increase her knowledge in all human resource disciplines, both public and private sector, in order to provide informed advice and counseling to both management and employees.

   
  Carmelle Soto

- Retired from Federal civilian service after 20 years of service during which she provided expert benefits and retirement training to employees at three closing military bases including the Sacramento Army Depot, Mather and McClellan Air Force Bases.
- Expertise includes all aspects of the Civil Service Retirement, CSRS Offset, and the Federal Employees Retirement Systems, as well as the Thrift Savings Plan, and the Federal Employees Health Benefits, Long Term Care and Group Life Insurance Programs.
- As the chief of the retirement section at two facilities, she conducted extensive in-house training enabling personnel specialists to meet the needs of employees faced with the stress of closure.
- Worked closely with management to provide employees timely access to vital retirement information via newsletters, briefings, and question and answer sessions.
- Personally counseled hundreds of employees regarding credible service, changing retirement systems, and the impact of making deposits/redeposits. 
- Her career emphasis was and is insuring Federal employees are properly prepared for retirement.
